July 23, 2025

On Tuesday, Romania’s National Energy Regulatory Authority (ANRE) approved the establishment of upstream supply pipelines for the Neptun Deep strategic natural gas project, according to a press release issued by the institution.

The authorization covers critical infrastructure linking the offshore production area in the Black Sea to the onshore terminal located in Tuzla commune, Constanța County. This approval marks a key milestone in the development and exploitation of Romania’s most significant natural gas discovery in recent decades.

The permit was granted to OMV Petrom SA, in partnership with Romgaz Black Sea Limited, following the successful submission and review of all technical and legal documentation by July 11, 2025.

The authorized works are valued at approximately 3.77 billion lei (excluding VAT) and the permit is valid until December 8, 2045, in line with current regulatory provisions.

The project scope includes offshore-to-onshore pipelines, underpasses beneath beaches, cliffs, roads, and railways, the Tuzla Regulation and Measurement Station (SRM Tuzla), as well as supporting infrastructure such as a control center, platforms, lighting systems, and fencing.

“The granting of this establishment authorization represents another important step towards the efficient exploitation of Romania’s strategic resources in the Black Sea. Neptun Deep is not just an energy project, but a starting point for Romania’s ambitious plan to become an exporter of energy security in the region. ANRE remains firmly committed to supporting investments that have the role of transforming Romania into an energy champion of Central and South-Eastern Europe,” said ANRE President George Niculescu, quoted in the institution’s press release.
